Thanks for the suggestion [~ajithshetty]. bootstrapping standby NN looks a
pretty urgent task to me and I haven't seen a scenario where its xfer rate
should be limited. That said, adding a config with zero default also looks
reasonable.
Any thoughts [~atm]?
