Current mechanism requires both files to be in include and exclude.
The purpose of include is to list datanodes that needs to be tracked by the
namenode. Without this, namenode does not know the datanodes that could connect
to it and hence cannot show dead node list if the datanode never registered
with it.
Similarly the nodes in decom list are in include also.
