Yes, the JN needs to ignore the layout version so that it can continue to
function during a layout version upgrade. +1.
TestJMXGet failure is HDFS-9072.
Lazy persist failure is HDFS-9073.
TestReplaceDatanodeOnFailure failure is HDFS-7455.
