Thank you [~wheat9] for the comments. I'll address them as following briefly
(unordered).
1. I filed new jira [HDFS-9130] to replace code that casts {{Log4JLogger}} with
{{GenericTestUtils#setLogLevel}} for all tests in {{hadoop-hdfs}}.
3. I also filed new jira [HDFS-9131] to move related config keys like
{{DFS_CLIENT_HTRACE_PREFIX}} from {{DFSConfigKeys}} to {{HdfsClientConfigKeys}}.
2. As to the second comment about {{IOUtilsClient#cleanup}}, I'll address them
later after this patch.
