[~wheat9], I agree that supporting reconfiguration for every key would be
infeasible. The approach we've used in the DataNode is to make only certain
configuration keys reconfigurable. It seems to have worked pretty well. Given
that we have multi-minute NameNode startup times in some cases, restarting the
NameNode doesn't seem like a viable option here.
