The latest patch looks pretty good to me. The only minor comment is the
following TODO:

startSecretManagerIfNecessary();
{code}
I think we can remove this line since it is already called in
{{BlockManagerSafeMode#leaveSafeMode}}.
Any other comments, [~daryn] and [~wheat9]?
