Gathering the source and the output/extern files together now makes a nice
source distribution. I'm we'll work on making an autogenerated source tarball
as part of HDFS-9465.
With those together, a "cmake; make; make install DESTDIR=..." will put the
headers and libraries in the DESTDIR.
