bq. I think the inconsistency between ReconfigurableBase#reconfigureProperty
and ReconfigurationThread#run should be handled in ReconfigurationThread#run by
adding the snippet as the following:
This makes the behavior consistent but does not allow handling situations where
the effective value is different from the old and new values, like for the
changed volumes. Lei had a good suggestion to have reconfigurePropertyImpl
return the new effective value.
