Marking it as incompatible will show up in release notes which will be wrong if 
we can fix it in time for the release. I added a "breaks" link instead.

No need to revert if we can quickly fix HDFS-9799. If a fix looks impossible 
for 2.8.0 we can revert it. For now HDFS-9799 is rightly tagged as a blocker so 
there is no risk of missing it. Agreed?
