Summary: Erasure Coding: Rename replication-based names in
BlockManager to more generic

The idea of this jira is to rename the following entities in BlockManager as,
- {{UnderReplicatedBlocks}} to {{LowRedundancyBlocks}}
- {{PendingReplicationBlocks}} to {{PendingReconstructionBlocks}}
- {{neededReplications}} to {{neededReconstruction}}
- {{excessReplicateMap}} to {{extraRedundancyMap}}
