According to the current design, we need to break down this issue to smaller
subtasks for joint effort of coding and review. I suggest we make this task as
umbrella jira and create subtask jiras under it. Also, a feature branch will be
helpful as the intermediate subtask code may evolve fast and break things
unconsciously before we integrate them together.
