Again, if the following is what need to honor, we only need to make it 
downgradable from 2.7.n to 2.7.(n-1), 2.7.n being the first 2.7 dot release 
with the new layout.

 It MUST be possible to downgrade to the previous dot release version without 
data loss.

In this case, it only involves going from 32x32 to 256x256. All other layout is 
irrelevant. Actually, the conversion code does not care about existing layout. 
It scans the storage to get the list and hard-links them to the new layout.

But "make it downgradable from 2.7.n to 2.7.(n-1)" may not be that helpful in 
reality since users can skip versions.  If this is believed to be true, our 
only option will be to introduce the new layout in 2.8.0.
