After offline discussion with Zhe we have decided it would be best to lay this
out with MutableRate metrics at first to get some initial idea of overall lock
time consumed by different operations. Histograms would comprise a very large
number of metrics (6+ metrics per operation for different quantiles and there
are dozens of operations) and would be more work to implement. We have created
subtasks for the initial MutableRate work and for discussing/adding histograms
via HdrHistogram.
