My options at this moment is to name this as "nonSafeSafemode" or chillMode. I
think chillMode looks better. Anyways we can always rename these modes --
Hopefully all these names are hidden inside NodeManager so that no one really
cares. So In short, I will rename this to chill mode for now and wait until
someone tells me how badly it is named and comes up with a better name :)
Also when we have real safe mode, that does take look at the container state,
this function would be used from that mode. So this chill mode is not going to
be public.
