I'd like the idea to not complicate this. That is to say, whenever it
configures to enable SPS and tries to bring the feature up, it will check the
mover flag. If the flag is saying there is some mover is running, then it
throws exception to indicate the failure of starting SPS up. Admin users can
try it later by themselves.
