Thanks much [~mackrorysd] for taking over the work. It's exciting to see this 
feature moving forward.

Quick comment while I'm still looking at the whole patch:
Is {{SyncInfo}} designed to only hold the last applied TxID? The Javadoc seems 
to imply a bigger scope so I'm not entirely sure. If not, should we just use a 
long type?
