I've created JIRA HDFS-11535 as a placeholder for the performance test results
and any further discussion/suggestions. Also we proposed a way to integrate
this new chooseRandom method, by a mixture of both the current and the new
methods. Do you mind taking a look at this JIRA? Thanks!
