These test, despite being client side, requires server side pieces. 
Specifically they launch MiniDFSCluster and run the native client. So if 
something is changed in Java code, it makes sense to me a native test will 
require maven rebuild.

I don't think this jira is as critical as I initially thought. Given that 
there's a parallel change to hadoop-hdfs-native-client (HDFS-10848), I will 
postpone a new patch until that effort is complete.
