Yep, that was precisely my plan. Already, the ECPManager is responsible for 
managing the set of enabled policies, which is different from the full set of 
system policies.

Should I rename the newly split {{ErasureCodingPolicies}} to 
{{SystemErasureCodingPolicies}} for clarity?
