Thanks for the review Xiao, new patch attached. Addressed your feedback except 
I'd like to leave the test-only method comments if that's okay.

In terms of remaining gaps:

* I thought we'd already made startFile retry when the EDEK cache isn't filled, 
but looking again, this doesn't seem to be the case. Should be possible to do 
this, good follow-on.
* Rushabh posted a patch at HDFS-11804 for adding retries to the KMS client. 
This should handle the remaining createZone issue.
