In terms of remaining gaps: * I thought we'd already made startFile retry when the EDEK cache isn't filled, but looking again, this doesn't seem to be the case. Should be possible to do this, good follow-on. * Rushabh posted a patch at HDFS-11804 for adding retries to the KMS client.
