Hm, my background thread comes back, and thinks the 1-second sleep incidentally
equals to {{DFS_HA_TAILEDITS_PERIOD_KEY}} and
{{DFS_NAMENODE_CHECKPOINT_CHECK_PERIOD_KEY}} may be related. Though
sleep-injecting both threads doesn't appear to get mockito happy. /sigh
