[~linyiqun], I think I got your idea but it's a little hard to be on the same 
page through comments.
Would you mind putting a small doc with a couple figures, the APIs, etc?
After that, it may make sense to split this in a couple JIRAs: tracking quotas, 
forwarding request, etc.
