[~elgoiri] I would prefer to include the {{NameNodeHttpServer}} and
{{NamenodeWebHdfsMethods}} within this JIRA, to have the full context of the
change.
There are some checkstyle issues, I'll try to fix some, aligh with some other
comments. May still leave some style issues there (like numMethodParameters,
nested blocks), which is to make RouterWebHdfsMethods formatted similar as
NamenodeWebHdfsMethods.
The above failed testcases passed locally.
