Overall patch looks good to me, some minor suggestions:
# To cleanup {{tempResource}} in {{tearDown}} we can utilize
{{FilesUtils.FileUtils.deleteQuietly}} to handle any unforeseen exception.
# New {{tmp}} parameter in {{addNewConfigResource}} is not utilized as a
parameter but as a local variable.
