[~mackrorysd] thanks a lot for taking a look and sharing your thoughts!
In WebHdfsFileSystem.toUrl line 609 I added a url decode attempt in order to
being backward compatible with HDFS-4943. [~jerryhe], [~szetszwo] do you have
any thoughts or concerns about it?
The failing unit tests seem to be unrelated to the change.
