[~liuhongtong], thanks for catching this. Just looking into the fix way in
patch, I am thinking one better way: Query mount table quota value and support
to set either one of them. The other one we can use queried value to set.
In addition, I suggest to fix HDFS-13308 issue under this JIRA as well. That's
a simple fix, it should be okay to be fixed here.
