We introduced those methods in HDFS-13224 and HDFS-13250.
Regarding subclusters being down, I think the operations will fail.
We should add unit tests for those cases.
In [^HDFS-13237.003.patch], we already add a disclaimer stating we don't have
consistency.
We could make the wording stronger if you feel so.
