Thanks [~linyiqun], posted [^HDFS-13478.002.patch] tackling most of your
comments.
* I removed the user definition. My initial idea was to track who was the user
that disabled the namespace; I don't think this is really needed. I think this
is also confusing, for now, we will just check if the RPC user is a super user
and that's it.
* For TestRouterAdmin#383, this is commented because this is not support in
this JIRA. It will be enabled in the follow-up JIRA which has the proper logic.
I'll start the next JIRA including everything.
