I tried to put it into TestRouterRpc but then we need to create the
MiniDFSCluster for every test which is pretty expensive.
I also tried to make the whole MiniDFSCluster always HA but I was having issues
to make it work.
I updated TestRouterRpc in [^HDFS-13490.001.patch] to test more of the safe
mode but it's not enough as we need the namenodes in HA to trigger the bug.
