Description: Whenever a container reaches its configured upper limit,
datanode asks SCM to close those containers through {{ContainerActions}}
message in heartbeat. This jira adds support for {{ContainerActions}} message
in proto file. (was: Whenever a container reaches its configured upper limit,
datanode asks SCM to colse those containers through {{DeltaContainerReport}}.
This jira adds support for {{DeltaContainerReport}}.)
