Thanks [~nandakumar131] for reviewing the patch! v3 patch removes the usages of
OzoneUtils#formatTime completely.
The retry logic is added for providing time for datanodes to register with the
SCM. Therefore I have capped the number of retries to 5. It happens that the
KSM is up but the serviceList call lists no datanodes. This happens at the time
of cluster startup in some of the tests for rest client.
