Hi [~nidaley], 

Thanks for reporting this issue. I don't see any property with name dfs.exclude 
in hdfs-default.xml. I think its  dfs.hosts.exclude property.

Also can you please elaborate the Slaves file does for  better understanding of 
this jira.
