I actually prefer extending SimulatedDataSet. Much simpler test code. There is 
a hack: make AddBlockPoolException extend from RuntimeException. That way JDK 
doesn't complain about undeclared exceptions.

There are other hacks: (1) extend from UncheckedIOException. But it is not 
supported in JDK7. Or (2) another dirty hack 
https://stackoverflow.com/a/18408831 I've seen this in the Hadoop codebase

To demonstrate, I posted a proof of concept patch for your reference. Other 
than the test code, I only changed AddBlockPoolException to extend from 
RuntimeException.
