On a thought, If we see {{TestWebHDFSTimeouts}} fails in every build, virtually
we all are ignoring this only.
I guess we should move to AssumptionViolatedException and get rid of this,
because even if this fail since it wasn't able to create connection backlog, we
will ignore it only. Since this is environment specific. It used to surface
sometimes in my Ubuntu 14 but never in Ubuntu 18.
