[~crh] TestRouterWithSecureStartup.java does not exist in hadoop trunk until
Jun 24, 2019. HADOOP-16314 was committed on Jun 5th 2019, and the same logic
exists in Hadoop since HADOOP-13119 from a few years ago. Therefore, the test
case were not regressed by changes in HADOOP-16314, but needs to be refined to
match the logic in trunk. I am still looking at how to improve the test logic
to ensure the test case is valid.
