[~arp] Changes in 04 patch:
- Addressed all points 1 through 4
- Renamed config from "dfs.namenode.data.dir.perm" to 
"dfs.namenode.storage.dir.perm"
- The MiniDFS cluster does not initialize journal so made the verification 
change in the TestEditLog path for jounral edits directories.
- Also, changed permissions on root and root/current. All code paths are not 
unit tested

Could you please review and let me know if anything does not add up? Thanks.
