Thanks for backporting this to branch-2, [~hexiaoqiao]. It's a great
improvement. I take a deep look for the logic in trunk but have two comments
before reviewing detailed for branch-2:
* For the branch-2 patch, any other major change compared with trunk patch?
* I prefer to convert this JIRA to the independent JIRA and add a link to
HDFS-14617 since HDFS-14617 has been done and closed.
