I'm in a bit of a rush, didn't get a change to run all the unit tests locally, but wanted to get some movement on this none-the-less. As is often the case with this project, I had to touch more than I would have wanted. There is a weird dependency on the Iterator with [BlockManager.java|https://github.com/apache/hadoop/blob/trunk/hadoop-hdfs-project/hadoop-hdfs/src/main/java/org/apache/hadoop/hdfs/server/blockmanagement/BlockManager.java#L1589] I really don't understand why {{BlockManager}} is trying to take a random sample here.
