Updated patch that interoperates with webhdfs:// filesystem implementation and 
follows the webhdfs:// spec.

There is one issue with the append operation when using the webhdfs FileSystem. 
The odd thing is that using the HttpFS file system implementation works.

The failure is in the TestWebhdfsFileSystem test class , in the append test.
