Thanks [~kihwal] for your reply. I read HDFS-15293 and it is a problem that
fsimages are sometimes not transferred in general HA cluster (i.e. one ANN and
one SBN).

Instead of adding a new config, can ANN consider the number of SBNs? For
example, if # of SBNs = 1, ANN does not use the new check logic and accepts all
the fsimage transfer requests, and the # of SBNs > 1, ANN uses the new check
logic.
