[~sodonnell], the proposal here is for explorer.js to read the config key and 
apply it when uploading the file.
This is compatible with the discussion in HDFS-10488 which is to do it from the 
client side and not the server side.

[~NickyYe], do you mind uploading the patch to make the different with 
HDFS-10488 clear?
