Balancer HA support completed for ClinetProtocol, Pending support for
NameNodeProtocol api used in Balancer. Currently
ConfiguredFailoverProxyProvider supports ClinetProtocol. Filed JIRA for
NameNodeProtocol support HDFS-2767.
