### Description of PR
The response of GET_BLOCK_LOCATIONS in NamenodeWebHdfsMethods does not
contain the ErasureCodingPolicy information. Add it to make it easier for
EndUser to get the EC policy from the result of GET_BLOCK_LOCATIONS.
