   ### Description of PR
   Now `dfs.datanode.du.reserved` takes effect for all directory of a datanode.
   
   This issue allows cluster administrator to configure 
`dfs.datanode.du.reserved./data/hdfs1/data`, which only take effect for a 
specific directory.
   
   ### How was this patch tested?
   UT & tested in our cluster
