Addresses Eli's nits.

I ran the full suite of tests and they passed.
I also started a pseudo-distributed cluster and verified that it's now able to 
start with security on, where it would crash before when entering active state.

Unfortunately we still need another patch to improve client side behavior to 
generate delegation tokens against HA clusters -- but this fixes the non-HA 
regression, and I'll attack DT generation for HA separately.
