### Description of PR
As described [HDFS-17781](https://issues.apache.org/jira/browse/HDFS-17781)
Now when use fsimage tools for offline usage , the ec file getcontentsummary
return wrong result. It supports replicated files only.
This RP support ec file getcontentsummary return correct result.
