Attaching a patch which increases the rpc timeout to 30secs.
Without rpc timeout, journal call from active to backup blocks if backup node
has an uncontrolled shutdown. Also, journal is added with required set to true.
This causes active NN to exit when backupnode has an uncontrolled shutdown.
