I guess it would just be nice to have both jiras in the change log for tracking
purposes. Also, in the event we might not be able to pull this jira into 23,
separate patches will allow us to incorporate the OOM jira in 23. Upon cursory
glance this jira appears to be dependent on HA changes. If true, how hard do
you think it will be to untangle this patch from HA dependencies? If it's not
hard, then the fusing of the OOM patch isn't a big deal.
