-1 (in case you are still wondering about my position after our long discussion
between this JIRA and HADOOP-8779).
To summarize, I don't think NN's SecretManager should always be started. It
depends on configuration. In particular, when SIMPLE + SIMPLE is configured,
token related code should be turned off and no token related overhead incurred.
