As far as I know, the last WAL block is in UNDER_CONSTRUCTION state and we call 
internalReleaseLease. When we call internalReleaseLease, it goes into 
UNDER_RECOVERY state and the namenode enqueues it for recovery to the primary 
DataNode. Namenode actually communicates this enqueued recovery block to the 
primary datanode during heart beat. Now lets say the primary never heart beated 
or was lost. We ideally want to retry recoverLease in that case if the lease 
has *not* been recovered. I guess the best way around it would be to have an 
API for checking if lease is recovered or not. Right now, we have an API to do 
that but it also unconditionally enqueues a block for recovery.
